CAPACITY ALLOCATION LOG
Pursuant to 18 C.F.R. 250.16 ( c ), pipelines that use contract data (such as execution of service request dates) to allocate capacity are required to maintain a log on their Internet Web site regarding the allocation of capacity to marketing affiliates. Pursuant to Part VI GT&C3 of Wyckoff Gas Storage, LLC’s (“WGS”) FERC Gas Tariff First Revised Original Volume No. 1 (“Tariff”), WGS allocates capacity for its Firm Storage Servicesfirst based upon priority of service. When two or more firm Customers have the same priority, capacity will be allotted pro rata basis according to quantities nominated or scheduled for each Customer.
Interruption of service to customers under Rate Schedule FSS shall be based on the charges applicable to each Customer for the portion(s) of service subject to interruption, with the transaction with the lowest economic value to WGS being interrupted first. Any ties shall be interrupted on a pro rata basis according to quantities nominated or scheduled for each Customer.
Interruption of service to Interruptible Customers under Rate Schedules ISS shall be based on the charges applicable to each Customer for the portion(s) of service subject to interruption, with the transaction with the lowest economic value to WGS being interrupted first. Any ties shall be interrupted on a pro rata basis according to quantities nominated or scheduled for each Customer.
As WGS allocates firm capacity first on a priority of service basis and then on a pro rata basis and allocates Interruptible capacity first on an economic revenue basis and then on a pro rata basis, a capacity allocation log is not required under FERC Order No. 566.
GT&C3.3 of WGS’s Tariff provides:
3.3 Priority of Service. In all instances, Firm Natural Gas Storage Service will have a superior priority to Interruptible Natural Gas Storage Service.
(a) In the event that Transporter must restrict Firm Natural Gas Storage Service, such Service will be restricted on a pro rata basis based on each Shipper’s applicable Maximum Storage Capacity. In the event such action must be taken, Transporter will notify Shipper via facsimile.
(b) Interruptible services will be restricted based on price, where Shippers paying the highest price receive the highest priority.
